What are HOA transfer and resale fees?
A home purchase can bring several association charges. A transfer fee relates to the ownership change. A resale-document fee pays for information supplied for the sale. Prepaid dues cover a period of ownership. A contribution to association funds is another possible line item. Ask what each charge means instead of treating the whole closing total as one fee.
Published prices and a state fee limit
| Example | Amount | Scope |
|---|---|---|
| Reston Association transfer fee | $374 in 2026 | Association charge at settlement in Reston, Virginia |
| Texas Chapter 207 resale information | Up to $375 | Reasonable and necessary charge for covered information |
| Texas Chapter 207 certificate update | Up to $75 | Reasonable and necessary charge for an update |
Reston Association lists its 2026 transfer fee as $374. Its disclosure-document charges are separate. Reston also says a home in a cluster or condominium association needs that association's disclosure documents as well. Ask which organizations must provide documents for the specific property.
Texas Property Code Sections 207.002 and 207.003 set the scope and the $375 and $75 limits shown above. Chapter 207 excludes condominium associations governed by Chapters 81 or 82. These are document-related limits, not a cap on every HOA charge at closing or a rule for other states.
How to read the closing breakdown
Request a statement showing each amount, its recipient and the service or period it covers. Separate non-credited fees from payments that satisfy future dues. Check who pays under the purchase contract and how the closing statement handles any seller credit.
FeeHQ illustration: fees versus advance dues
Suppose a hypothetical closing statement lists $250 for documents, $200 for an authorized account setup and $600 for three months of dues. The cash required for those items is $1,050. Of that, $450 is fees and $600 pays dues in advance. This is an illustration, not a provider quote or a claim that every charge is permitted.
In that example, confirm the exact three months covered before adding monthly dues to your next budget. Paying them in advance changes the timing of the payment; it does not create another three months of charges.
Questions to ask before ordering documents
- Is the quote for documents, a transfer, an account setup or a fund contribution?
- Which fees apply to the buyer and which to the seller?
- Are another association's documents or charges required?
- When will the documents be delivered, and will an update be needed?
- What is refundable if the sale does not close?
Order through the association or its confirmed agent and keep the receipt. If two charges sound identical, ask each recipient to explain the separate work before accepting both. For a legal limit or disputed charge, check the law for the property and get local advice.
Check the costs that continue after closing
Review the regular dues and any approved special assessments alongside the one-time charges. A low transfer fee tells you little about the association's annual budget or a repair bill that will fall due after you move in.
